Texas Health and Human Resources Commission Reports on Undocumented Immigrants

The following summary of the annual report sent to the U.S. Congress highlights the fiscal impact undocumented immigrants have on our economy.

The Texas Health and Human Services Commission (HHSC) has estimated that the agency spent $81.2 million on undocumented immigrants in 2007. In addition, undocumented immigrants cost public hospital district facilities $596.8 million in 2006.

Each year, the Texas Health and Human Services is required to report the cost of services and benefits provided by HHSC to undocumented immigrants in the state. Two HHSC programs may provide services to undocumented immigrants: Emergency Medicaid and the Family Violence Program. Data from these programs were analyzed for fiscal year 2007, the most recent data year available, and the cost of services and benefits provided by HHSC to undocumented immigrants was estimated at $81.2 million.

HHSC is also required to compile the cost and services data for each Texas public hospital district facility. Public hospital district facilities data were obtained from the Cooperative Annual Survey of Hospitals, which is based on facilities' fiscal year. At the time of this report, fiscal year 2006 was the most recent data year available, and the cost of services provided by public hospital district facilities to undocumented immigrants was estimated at $596.8 million. (Jan. 23) - Not everyone was happy with President Barack Obama's nod to nonbelievers and non-Christians in his inaugural address. And some of the stiff criticism about Obama’s religious inclusiveness is coming from African-American Christians who maintain that no, all faiths were actually not created equal.

"For we know that our patchwork heritage is a strength, not a weakness," the new president said. "We are shaped by every language and culture, drawn from every end of this earth," he also said. Nothing too controversial, proclaiming that America's strength lies in its diversity.

But between those two statements, the new president got specific: "We are a nation of Christians and Muslims, Jews and Hindus, and nonbelievers."

In his inaugural address, President Barack Obama celebrated America as a "nation of Christians and Muslims, Jews and Hindus -- and nonbelievers." Some Christians are taking issue with the approach to inclusiveness, saying the president misrepresented America's culture and heritage.

By mentioning, for the first time in an inaugural address, the 16.1 percent of Americans who check "no"’ when asked about religion, Obama turned it into the most controversial line in his speech -- praised by The New York Times editorial board and cited by some Christians as evidence that he is a heretic, and in his well-spoken way, a serious threat.

With that one line, the president "seems to be trying to redefine American culture, which is distinctively Christian," said’ Bishop E.W. Jackson of the Exodus Faith Ministries in Chesapeake, Va. "The overwhelming majority of Americans identify as Christians, and what disturbs me is that he seems to be trying to redefine who we are.’"

Earlier this week, Jackson was a guest on the popular conservative Christian radio show 'Janet Parshall's America,' where a succession of callers, many of whom identified themselves as African-American, said they shared the concern, and were perplexed and put off by the president’s shout-out to nonbelievers.

Parshall noted that atheists were celebrating the unexpected mention, and indeed they were: "In his inaugural address … President Barack Obama did what many before him should have done, rightly citing the great diversity of America as part of the nation's great strength, and including 'nonbelievers'’ in that mix,’" said Ed Buckner of American Atheists.

"His mother would have been proud,"’ Buckner said, referring to the fact that Obama’s mother was not a church-goer. "And so are we."

Jackson said he and others have no problem acknowledging that "this country is one in which everybody has the freedom to think what they want.’" Yet Obama crossed the line, in his view, in suggesting that all faiths (and none) were different roads to the same destination: "He made similar remarks in the campaign, and said, 'We are no longer a Christian nation, if we ever were. We are a Jewish, Hindu and non-believing nation.'"

Not so, Jackson says: "Obviously, Jewish heritage is very much a part of Christianity; the Jewish Bible is part of our Bible. But Hindu, Muslim, and nonbelievers? I don't think so. We are not a Muslim nation or a nonbelieving nation."’

With all the focus on Obama as the first African-American president, the succession of black callers to Janet Parshall's show was a reminder that the "community"’ is not a monolith, and that many socially conservative black Americans are at odds with Obama's views, particularly on abortion and gay rights. Nor do they all define civil rights in the same way.

The Rev. Cecil Blye, pastor of More Grace Ministries Church in Louisville, Ky., said the president's reference to nonbelievers also set off major alarm bells for him. "It's important to understand the heritage of our country, and it's a Judeo-Christian tradition,"’ period.

WASHINGTON (Jan. 19) - In his final acts of clemency, President George W. Bush on Monday granted early prison releases to two former U.S. Border Patrol agents whose convictions for shooting a Mexican drug dealer fueled the national debate over illegal immigration.

Bush, responding to heavy pressure from Republican and Democratic lawmakers alike, commuted the prison sentences of Ignacio Ramos and Jose Compean. The two guards from El Paso, Texas, each were sentenced to more than 10 years for the shooting, which they tried to cover up. They will be released within two months.

Less than 24 hours before he left office, President George W. Opposition to their convictions, sentencing and firings has simmered ever since the shooting occurred in 2005.

"After four years of fighting this, it's taken a toll on me and my daughter, and really the whole family," said Joe Loya, Ramos' father-in law, who has received tens of thousands of supportive e-mails and spent much of the past two years traveling the country to speak about the case. "We wouldn't give up. ... I knew sooner or later God would come through — that finally it would happen."

He said his daughter, Monica Ramos, called from New York after learning the news that her husband soon would be released from a federal prison just outside Phoenix.

"She could hardly speak," Loya said.

GENEVA (Jan. 19) - A dispute broke out Monday over future plans for the Iraqi journalist who threw his shoes at President George W. Bush. A Swiss lawyer said the Iraqi was planning to seek political asylum in Switzerland but one of his brothers vehemently denied that report.

Muntadhar al-Zeidi's life is in danger if he stays in Iraq, Geneva-based lawyer Mauro Poggia told The Associated Press.

Al-Zeidi has been detained in an Iraqi jail awaiting trial since he was seized by guards after his Dec. 14 outburst at a joint news conference in Baghdad by Bush and Iraqi Prime Minister Nouri al-Maliki.

Al-Zeidi's gesture of anger at Bush turned the employee of a minor TV station into a national hero to many Iraqis fed up with America's six-year presence in the country. But concern has been raised about his safety after allegations that he had been severely beaten and tortured in detention.

"He is in danger over there," Poggia said in a telephone interview Monday. "He's also in danger in other Muslim countries because people who support his action could try to make him a martyr."

The lawyer said he was given power of attorney earlier this month by a member of al-Zeidi's family who contacted him via the International Committee of the Red Cross, which has been able to visit some prisons in Iraq. Poggia said it was too dangerous to name the family member.

In early December, the U.S. Department of the Interior (DOI), through the National Park Service and U.S. Fish and Wildlife Service, announced the final amended version of a change to rules on carrying firearms in national parks and wildlife refuges. The change will restore the right of law-abiding gun owners to transport and carry concealed firearms for lawful purposes on most DOI lands, according to the laws of the states in which these public lands are located.

BERLIN (Jan. 6) - His spirit broken by financial fears, German billionaire Adolf Merckle took his own life this week -- becoming the latest high-profile casualty of a global economic crisis that already has claimed the lives of executives in Europe and the U.S.

Merckle, a respected businessmen with a wife and four children, jumped in front of a train in the town of Blaubeuren in southwestern Germany, officials said Tuesday.

His business empire had run into trouble in the crisis, and its problems were compounded by heavy losses in trading of shares in automaker Volkswagen AG. Merckle's business interests included generic drug maker Ratiopharm International GmbH and cement maker HeidelbergCement AG.

Merckle's family said in a statement that "the distress to his firms caused by the financial crisis and the related uncertainties of recent weeks, along with the helplessness of no longer being able to act, broke the passionate family businessman."

The body of German billionaire Adolf Merckle, ranked as the world's 94th richest person by Forbes, was found Monday night after an apparent suicide. Merckle's business interests, which included generic drug maker Ratiopharm International GmbH and cement maker HeidelbergCement AG, had run into trouble in the global financial crisis.

Authorities said he left a suicide note, but gave no details. Merckle's death appears to be at least the third comparable suicide in less than four months.

In September, Kirk Stephenson -- the chief operating officer of private equity house Olivant -- jumped in front of a train at a rail station west of London. The 47-year-old husband and father of a young son stepped onto the tracks, was struck and killed.

A British coroner ruled last month that the death was suicide, though the precise reasons remain a mystery. He left no suicide note.

Two days before Christmas, in New York, Rene-Thierry Magon de la Villehuchet, was found dead at his desk, both wrists slashed and bottle of pills nearby after his fortune and the money of his loved ones vanished along with his clients when he lost $1.4 billion invested with Bernard Madoff.

The Frenchman's fund was among the biggest losers in the Madoff fraud, and one of a handful to get taken for more than $1 billion.

"He was totally ruined," his brother, Bertrand Magon de la Villehuchet, told The AP in Paris last month.

"At first he thought he'd be able to get the money back. He was very determined. Gradually he realized he wouldn't be able to," Bertrand said.

Dr. John D. Lucas, assistant clinical professor at New York-Presbyterian Hospital/Weill Cornell Medical College, said that the men may have "considered themselves to be worth as a human being what they were worth at the bank."

Dr. Charles Goodstein, a psychiatrist at the NYU School of Medicine and past president of the Psychoanalytic Association of New York, said Merckle could may been distraught over other issues.

"We don't know those things, so therefore the economic problems may have been the tipping point and that sent him over the edge," said Goodstein. "To limit it solely to the issue of finance may be a big mistake."

AUSTIN -- -- State officials said Tuesday they are scrapping the proposed network of tolls roads known as the Trans-Texas Corridor, a massive transportation project that critics called an expensive boondoggle.

"The days of the Trans-Texas Corridor are over, it's finished up," said Gov. Rick Perry, who had proposed the idea as a way to relieve highway congestion in Texas

. Speaking on a conference call from Iraq, Perry said, "The name 'Trans-Texas Corridor' is over with."

Amadeo Saenz, executive director of the Texas Department of Transportation, unveiled new guidelines Tuesday for developing a network of toll roads, rails and pipelines that have grown ever-more controversial since Perry began promoting the idea in 2002. Associates of the governor have said for weeks the corridor would not take shape as originally envisioned.

Perry said projects like Interstate 69 -- which would run from northeast Texas to the Rio Grande Valley -- and highways that will run parallel to north-south I-35 will continue, he said. He also said Texas' commitment to building roads is what attracts many companies and their jobs to the state, he said.

"I think the concept of the Trans-Texas Corridor is frankly one that got misunderstood," Perry said.

The governor said it's not a public relations failure on his part or a rejection of his views. He said Texans realize, as he's been pointing out, that there's major congestion along I-35 and other highways. He said Texans want to see their leaders have broad visions and not be "sticking our heads in the sand."

"I'm not afraid of taking on big and tough issues," Perry said.

Saenz said major corridor projects will now comprise several small segments closer to 600 feet wide. Original plans called for corridors up to 1,200 feet wide to allow for several modes of transportation and utility transmission facilities.

Road-building is a cornerstone of Perry's administration and is certain to be an issue in his 2010 re-election bid. His potential primary opponent, U.S. Sen. Kay Bailey Hutchison, also has said transportation should be one of the state's top priorities.

The Trans-Texas Corridor was envisioned as a huge set of highways, rail and utility lines crisscrossing the state, but it came under fire almost since its inception. Rural landowners in particular were opposed to giving up their property for the project.

Some of my Democratic friends don't approve of NY Gov. Patterson appointing Caroline Kennedy to Hillary Clinton's Senate seat. They say that a person who's never run for office doesn't deserve an appointment simply because she's a celebrity. They ask - don't we want a political system that isn't tilted in favor of the rich, famous, and connected? They think the choice of Caroline will hurt the prospects of 'more qualified' NY Democrats . One is representative Kristen Gillibrand who just won re-election by a landslide, and who is a dynamic energetic young congresswoman .
